Official launch caps are Cafe Level 40 and Maid Level 15. Hall and kitchen stages are separate room upgrades. A high cafe level alone cannot prove a room-stage condition is satisfied.
Read the exact quest or upgrade wording and check the named room. For a persistent story mismatch, use the progression guide rather than buying repeated upgrades.
